1. Tilottama Public Railway Company established as an independent Public sector Railway co registered in Nepal Government.
2. It is planning the railroad construction in Tilottama Ring Road where land provided by Tilottama Municipality as a local government this project be developed as the public /private partnership (PPP) model.
3. Now it has the fund of share capital and further this company will co-ordinate for collecting different sources like grant of local, provinces and central government.
4. Tilottama Public Railway Company now invites expression of interest (EOI) from eligible consulting firms (consultants) to provide consulting service, survey detailed engineering, design and preparation of DPR of Tilottama Ring Road electrified light train (Tram Railway) to promote the tourism and economic growth of local area of the Tilottama Municipality Lumbini zone Rupandehi District.
5. Interested eligible consultants may obtain further information and EOI documents free of cost at Tilottama Railway Office Tilottama -1 Shankarnagar near Banbatika.
6. Expression of interest can be delivered by the online method through the given email address tilottamarailways@gmail.com.
7. Consultants may associate with other national and international consultants.
8. EOI must reach at the office of Tilottama Public Railway office within 15 days (considering last day as within the office hours i.e. 10:00 am to 5:00 PM).
9. Both the sole firm and the joint venture of consulting firms can submit expression of interest.
10. Interested consultants must provide information indicating that they are qualified to perform the service
11. On the evaluation basis of technical qualification of key person experience, financial capacity and based on evaluation of EOI a consultant will be selected, only short listed firms will be invited to submit technical and financial proposal through a request for proposal.
12. A consultant will be selected in the decision of tilottama Public Railway Board committee.
13. EOI documents should be clearly marked as EOI application for the DPR preparation of Tilottama Municipality Ring Road electrified (Tram Railway) to managing director.

Objectives of consultancy service of brief TOR

      The objective of this assignment is to prepare the detailed survey, detailed design, cost estimation, and bid documents of the project for the construction of electric train railway line based on feasibility study and investigations during the total design work the consultant shall include the following in DPR:

• Quick review of feasibility study to confirm the stability of the findings and recommendations.
• Conduct detailed engineering survey along the selected alignments including topographical survey, soil investigation, geological and geotechnical survey etc.
• Conduct detailed engineering designing and drawing of all the railway infrastructure and system.
• Conduct detailed Environment Impact Assessment (EIA).
• Conduct Social Impact Assessment (SIA) and prepare Resettlement Action Plan (RAP).
• Prepare projects cost estimates for the complete railway infrastructure and system required for the operation of the railway.
• Value the engineering of the project.
• Preparation of project implementation and operation plan.
• Recommended contract packaging and prepare Tender Documents.
• Preparation of the detailed project report.

The term (TOR) is prepared for the preparation of the Tilottama Public railway. The proposed railway is for the promotion of tourism development of the area. The length of Railway is 50Km and route is around the Tilottama Municipality, Lumbini zone Rupandehi district Nepal.

This term of reference is prepared for the construction of light railway as electric train. After completion of fieldwork, design and drawings the consultant will prepare DPR and /project report and submit to the Tilottama Public Railway company office.
